Abstract
Abstract: Ethiopia is an ancient country with unparalleled history. It has introduced and practiced agriculture no
later than the first. However, the country is still one of the poorest agrarian countries to date in the world. This is
simply because the country has failed to transform the smallholder subsistent agriculture. This comprehensive
literature review synthesis why the subsistent smallholder agriculture persists in the country. The paper focuses
on agricultural development policy issues and practices.
